Ashtray Navigations makes my favourite noise. Less aggressive than most of what you've mentioned, more crude & sparse atmospherics. His stuff varies in mood/quality and naturally he's stupidly prolific.
Heil Spirits do it well.
The Living End do a cool song about noise.

Y35.3/mr skelton live back in the day...the best power electronics/noise set i've ever witnessed (thanks Cumbersome).
...a friend of mine claims that americans have no idea how to make good noise/power electronics. of course there are exceptions, but i fear there may be some truth in his cynicism...ok, there's no fear whatsoever.

Most of what I like is from either the UK or Australia. I don't have any favourite US noise groups though maybe that's because a lot of what comes out of the US seems more testosterone driven, like Wolf Eyes and the Hanson/American Tapes stuff has a lot of pummeling frat boy shit that doesn't offer much in the way of dynamics.
Haven't heard everything on those labels and obviously there are exceptions.
Stuff from the UK like Whitehouse and Ramleh is just much weirder, which is what I like.
Burning Star Core is my favourite noise artist, (thread!), but I love Prurient.

I think that seeing Whitehouse live permanently changed my brain chemistry.

hmm, i feel the opposite; to me wolf eyes (and prurient, sissy spacek/john weise et al) seem to care about compositions and texture a lot more than whitehouse, who are - to my ears anyway - roughly 90% confrontation and 10% everything else.
i agree that local noise artists are generally quite strong, though.
That's true, but Whitehouse and other UK groups like Ramleh offer food for thought, whereas the US stuff just feels like a guy sitting in a room laying down abrasive tracks and then indiscriminately releasing them.
It's not so much a judgment on the style of noise but rather the different attitude/demeanour of the artists. the UK dudes seem to be grappling with ideasm and are generally more interested in challenging their audience rather than offering up context-free slabs of sound.

I need to see Heil Spirits live. What I've got on CD is pretty awesome, and I'm sure that more volume would only help matters.
Heil Spirits is touring Melbourne in September, playing some shows. Two of those are in Thornbury, at Loophole on Fri 18th and a houseshow at Skelton's place on Sat 19. I'll post the full line-ups a bit closer to the date.

I'm playing a SPASMOSLOP solo gig this Friday at The Johnston St Milk Bar in Abbotsford, opening for a bunch of rock and ''funk'' bands.
*Polygasm are back at The Johnston St Milk bar and this time they are bringing along their friends, Purple Tusks, Wartooth and kicking things off is Joe Guiton!
As always, Polygasm shall regale you with their own spiffingly harmonious and rather special brand of rock'n'roll. Sure to keep your feet a'tappin' and your choruses calling.
Wartooth will keep your pelvis thrusting to their rocksteady riffs and beats.
Joe Guiton's gonna tell us some stories and sing from the balls.
Purple Tusks are a 6 piece band that pump out the funk and spice up the night with a little latin, hip hop and reggae. All in aid of your booty-shaking pleasure.
That's the who... But what about the where?
Well... hidden underneath Victoria Park train station is one of Melbourne's community-focussed little venues.
The Johnston St Milk Bar.
From out the front it looks like a nice little cafe with nice comfy seating and tables, through a side door there is a gallery full of local wacky art, and out the back there is the sweetest little lantern-lit space that is reminiscent of a Berlin beer garden... this is the place to hang out, play table-tennis, drink fine beers, eat cheap gourmet pizza and fool around on the baby hammond... Oh... and of course listen to awesome local bands rockin throughout the week.
Music starts around 8pm, but get in early for the yummy gourmet pizza, it's so good the kitchen gets swamped with orders*

I don't know if the bands know I'm playing, but the owner says I'm opening at about 7:00pm. Come down for pizza and noises.
